Refugees will receive apartments in the framework of the EU and UNHCR project

Chisinau, Moldova, June 12 (UNHCR) - four apartments rebuilt to accommodate refugees who left their country of origin as a result of human rights abuse and conflicts in their home countries, were offered today to the local authorities from Rezeni, Ialoveni, by the UNHCR, as a result of extensive renovation work in the framework of the Local Integration Project funded by EU and co-funded by UNHCR.

Refugee families from Armenia, Azerbaijan and Palestine received their keys at the official event. The Mayor from Rezeni, Mr. Ion Cretu, was the host for the Deputy Minister Ana Vasilachi (the Ministry of Labor and Social Protection), Deputy Minister Iurie Cheptanaru (Ministry of Interior), European Union Ambassador, Dirk Schubel and other officials.

The ceremony, held Tuesday at the kindergarten which wasn't used for a longer time, is a similar one to the event held in March, when the UNHCR transmitted officially the apartments from Mereni, Anenii Noi, to the refugees from Armenia, Russia and Sudan.

"Whithout the enthusiastic support of mayors and councils from Mereni and Rezeni villages, which offered to UNHCR the dilapidated buildings to be renovated into apartments, this housing pilot project wasn't possible to realize" said Mr. Peter Kessler, UNHCR Representative.

The refugees which will receive the new apartments have been carefully selected by a team composed of representatives from Refugee Directorate, Bureau of Migration and Asylum, UNHCR and NGOs partners. The selected refugees have skill that could benefit to their host communities in the future . 

According to an agreement signed with the local authorities, the beneficiaries will take care of the maintenance of the suites and will be responsible for the payment of the utilities but they will be exempted from payment rent for a period of five years. After five years they are supposed to buy their own apartments, so that the renewed apartments by UNHCR will be given to other refugees in need of shelter.
UNHCR works to support the Government of Moldova to ensure legal and regulatory framework to provide necessary assistance to refugees and other persons requiring international protection in accordance with international standards and to establish mechanisms to promote their integration, or such as this initiative to provide them shelter.

CHIŞINĂU, Moldova, 12 iunie (UNHCR) – Patru apartamente reconstruite pentru a găzdui refugiaţii care şi-au părăsit ţara de origine în urma abuzului drepturilor omului şi conflictelor în ţara de origine, au fost oferite astăzi autorităţilor locale din Rezeni, raionul Ialoveni de către biroul Înaltului Comisariat al Naţiunilor Unite pentru Refugiaţi (UNHCR), drept urmare a lucrărilor ample de renovare în cadrul Proiectului de Integrare Locală finanţat de UE şi co-finanţat de UNHCR.

Familiile de refugiaţi din Armenia, Azerbaijan şi Palestina au primit cheile în cadrul evenimentului oficial. Primarul de Rezeni Ion Creţu a fost gazdă pentru Viceministrul Ana Vasilachi (Ministerul Muncii, Protecţiei Sociale şi Familiei), Viceministrul Iurie Cheptănaru (Ministerul Afacerilor Interne), Ambasadorul Uniunii Europene Dirk Schubel şi alţi demnitari.

Ceremonia care a avut loc marţi la grădiniţa care nu a fost utilizată mai mult timp, este una similara cu cea desfăşurata în martie, atunci cînd UNHCR oficial a transmis apartamente în clădirea de la Mereni, Anenii Noi pentru a găzdui refugiaţi din Armenia, Rusia şi Sudan.

“Fără suportul entiziast al primarilor, consiliilor şi locuitorilor satelor Mereni şi Rezeni, care au oferit clădirile ruinate pentru UNHCR de a fi renovate în apartamente, acest proiect pilot privind cazarea, nu ar fi fost posibil de realizat,” a spus Peter Kessler, Reprezentantul UNHCR.  

Refugiaţii care vor primi apartamente noi au fost selectaţi minuţios de către echipa formată din personalul Direcţiei Refugiaţi, Biroul Migraţie şi Azil, UNHCR si ONG-urile partenere. Familiile de refugiaţii au fost evaluate, încît să dispună de aptitudini, dar şi de dorinţa de a contribui cu ceva pentru noile comunităţi care îi vor găzdui. 

Familiile de refugiaţi care participă la acest project vor avea grija de întreţinerea apartamentelor si vor achita plata pentru servicii, insa vor fi scutiţi de plata chiriei pe o perioadă de cinci ani, conform unui acord semnat cu autorităţile locale. După cinci ani, se presupune că vor putea să-şi cumpere apartamento proprii, astfel încît apartamentele renovate de UNHCR, să fie date altor refugiaţi ce au nevoie de adăpost.  

UNHCR activează pentru a susţine Guvernul Republicii Moldova în vederea asigurării cadrului legal şi procedural pentru oferirea ajutorului necesar refugiaţilor şi altor persoane ce necesita protecţie internaţională, în conformitate cu standardele internaţionale şi pentru a stabili, mecanismele de promovare a integrării acestora, sau cum ar fi aceasta iniţiativă de a le oferi cazare.
